Public Call for Engagement of an Expert to Develop an Analysis of the Needs of Civil Society for Shared Services and Resource Infrastructure in Bosnia and Herzegovina

Centres for Civil Initiatives (CCI), in partnership with the Vermont Youth Center from Brčko, within the project “Resource Center for Civil Society Organizations in Bosnia and Herzegovina”, announce a public call for the engagement of an expert to develop an Analysis of the Needs of Civil Society for Shared Services and Resource Infrastructure in Bosnia and Herzegovina.

This engagement contributes to the implementation of the Action Plan of the Strategy of the Council of Ministers of BiH for Creating an Enabling Environment for Civil Society Development 2025–2029, particularly Operational Objective 4 – Strengthening the Resource Infrastructure of Civil Society and Measure 4.1 – Support for the Development of Shared Services and Resource Infrastructure for CSOs.

Purpose of the Engagement

The purpose of the engagement is to develop a comprehensive analysis of the needs of civil society organizations in Bosnia and Herzegovina for shared services and resource infrastructure, in order to enhance systemic support for the development of civil society in Bosnia and Herzegovina.

The analysis should identify the existing internal capacities of civil society organizations, analyze available support services for CSOs, assess the existence and modalities of sustainable and systemic financing of CSOs and resource infrastructure, map priority needs for shared services, compare practices in the region, and provide recommendations for the establishment, improvement, and sustainable financing of CSO resource infrastructure in BiH.

The analysis should ensure professionally grounded recommendations for the development of sustainable, accessible, and functional shared services that respond to the real needs of CSOs in BiH. The results of the analysis will serve as an expert basis for designing further public policy measures, support programs, and partnership models of cooperation between institutions and CSOs, with the aim of strengthening their role in democratic processes and European integration of Bosnia and Herzegovina.

Key Tasks

The engaged expert will be responsible for:

analysis of the normative and strategic framework relevant to the work of civil society organizations and the development of resource infrastructure in BiH,
mapping existing resource initiatives, networks, services, and forms of support for civil society organizations,
assessment of the needs of civil society organizations for shared services and various forms of support,
analysis of comparative models and best practices from the region and/or European Union member states,
development of recommendations for the development, organization, management, and sustainable financing of civil society resource infrastructure in Bosnia and Herzegovina.

Methodology

The expert will apply a combined methodological approach that includes:

desk review of relevant documentation,
collection of primary data through surveys, interviews, and consultations,
a consultative process with civil society organizations and other relevant stakeholders.

After drafting the analysis, the expert will present key findings and recommendations at two consultative meetings with civil society organizations, and finalize the document taking into account relevant comments and suggestions.

Expected Results

The engaged expert is expected to deliver:

a draft analysis with preliminary findings and recommendations,
a presentation of key findings and recommendations at a consultative event,
a final analysis developed on the basis of desk research, surveys, interviews, and consultations.

The engagement will be implemented over a period of 3 months, in accordance with the timeline defined in the contract.

Qualifications and Experience

Candidates are expected to have:

a university degree (VII level or equivalent) in social sciences,
at least 7 years of relevant experience in public policy, public finance, civil society development, or institutional reforms,
demonstrated experience working with civil society organizations,
good knowledge of the institutional and normative framework of Bosnia and Herzegovina,
knowledge of European Union principles and practices in supporting civil society is considered an asset.

Financial Framework

The total fee for the expert engagement will be defined by contract, based on the financial offer of the selected candidate and in accordance with the available project budget.

The total fee may not exceed BAM 6,500 net. The financial offer should be presented as a total amount and include all costs related to the implementation of the engagement.

Selection Criteria

Evaluation of received applications will be conducted through:

technical evaluation – maximum 80 points,
financial evaluation – maximum 20 points.

The minimum threshold for passing to the financial evaluation is 48 points, i.e. 60% of the maximum number of points in the technical evaluation.

The contract will be awarded to the candidate with the highest total number of points.

Application Procedure

One or more experts may apply. In the case of a team application, it is necessary to clearly indicate the division of responsibilities, areas of expertise of each team member, and designate a team leader.

Interested candidates should submit:

CV / biography with a detailed description of relevant professional experience,
a copy of the diploma confirming the completed level of education,
a technical proposal including relevant references and methodological approach,
a financial proposal expressed as a total fee amount,
in the case of a team application, a description of the team structure and task allocation.

Application Deadline

The deadline for submission of applications is 15 days from the date of publication of the call (until 13 June 2026).
