Public Call for the Engagement of a Consultant to Conduct an Analysis of the State of Gender Equality in the Municipality of Jablanica and to Prepare a Draft Local Gender Action Plan

Centres for Civic Initiatives (CCI) announce a public call for the engagement of a consultant to conduct an analysis of the state of gender equality in the Municipality of Jablanica and to prepare a Draft Local Gender Action Plan (LGAP).

The assignment is implemented within the project “Women Lead the Way to Peace and Security in Bosnia and Herzegovina”, which is carried out with the support of the United Nations Secretary-General’s Peacebuilding Fund (PBF), in partnership with the Ministry for Human Rights and Refugees of Bosnia and Herzegovina, and jointly implemented by UN Women, IOM, and UNFPA.

Purpose of the assignment
The purpose of the assignment is to provide expert support to the Municipality of Jablanica in the development of a new Local Gender Action Plan.

The consultant will prepare a comprehensive analysis of the state of gender equality in the Municipality of Jablanica, including an analysis of the normative framework, data across key areas, and consultations with relevant stakeholders, and based on this develop a Draft LGAP ready to be submitted to the Municipal Council for adoption.

Objectives of the assignment
The engaged consultant is expected to:

  • prepare a comprehensive and analytically grounded assessment of the state of gender equality in the Municipality of Jablanica,
  • ensure alignment with the Law on Gender Equality of Bosnia and Herzegovina, the Gender Action Plan of Bosnia and Herzegovina 2023–2027, and relevant European standards,
  • facilitate a participatory process through the inclusion of relevant stakeholders and target groups,
  • define strategic priorities, objectives, measures, and indicators,
  • develop a high-quality and applicable Draft Local Gender Action Plan.

Scope of work
The assignment includes:

  • planning and organizing the LGAP development process,
  • collection, processing, and analysis of quantitative and qualitative data,
  • analysis of the normative, strategic, and institutional framework,
  • stakeholder analysis,
  • facilitation of a consultative process with institutions, civil society, and other relevant groups,
  • gender-responsive budgeting analysis,
  • definition of strategic directions, priorities, objectives, measures, and activities,
  • development of results, indicators, and implementation, monitoring, and evaluation mechanisms,
  • drafting and finalization of the LGAP,
  • expert support during public consultations and preparation of the document for submission to the Municipal Council.

Qualifications and experience
The candidate is expected to have:

  • a university degree in social sciences,
  • at least 5 years of experience working on gender equality/gender-related issues,
  • proven experience in developing local or national gender action plans,
  • in-depth knowledge of the Law on Gender Equality of Bosnia and Herzegovina,
  • knowledge of the Gender Action Plan of Bosnia and Herzegovina and other relevant strategic documents,
  • knowledge of European standards in the field of gender equality,
  • experience in data collection, processing, and analysis,
  • experience working with local government, civil society, and citizens,
  • strong communication and facilitation skills.

Duration and value of the assignment
The assignment period is June – September 2026, and the location of implementation is the Municipality of Jablanica.

The maximum available budget for this assignment is 5,000.00 BAM, including all costs, taxes, and contributions.

Payment will be made in two installments:

  • 50% upon successful completion of the Analysis of the State of Gender Equality in the Municipality of Jablanica,
  • 50% upon completion of the Draft Local Gender Action Plan.

Selection criteria
Applications will be evaluated based on the best technical offer for the lowest price principle, where:

  • technical proposal accounts for 80% of the total score,
  • financial proposal accounts for 20% of the total score.

Technical evaluation includes:

  • education and professional background,
  • experience in developing local and national gender action plans,
  • experience working on the Women, Peace and Security Agenda,
  • quality of methodological approach.

Application procedure
One or more consultants may apply for this call. In the case of a team application, the division of responsibilities, areas of expertise of each team member, and the designation of a team leader must be clearly indicated.

Interested candidates are required to submit:

  • CV with a detailed description of previous experience,
  • motivation letter including an overview of the proposed methodology,
  • in the case of a consultancy team, a description of team structure and task allocation,
  • financial offer for the requested services.
